The idea of Short Sea Shipping appeared along with the publication by the European Commission in December 1992 of the document "Future Development of the Common Transport Policy".


The White Paper, because the document is so colloquially referred to, set the future priorities for the member states of the European Union. All member countries nominated contact persons in their administrations and created Contact Points (Focal Points) or Round Tables promoting Short Sea Shipping on the national level.
